Dear Sir,

Ralph Miller, the son of my gamekeeper, who was a policeman in Hong Kong, was killed the other day by the accidental discharge of his pistol whilst he was putting it into his belt.

I enclose a cutting from a Hong Kong paper from which

it appears that the pistol in question, which was a service one, was defective. Under these conditions I am wondering whether the Colonial Office would hold that the authorities in Hong Kong owe some financial reparation to the parents. I think you will agree that in England the law would place some responsibility upon the employer but of course I don't know what the law in liong Kong may be and shall be grateful to you for any information which you may feel yourself free to give me on the subject.
